My 86 Honda 200SX does this when held wide open in nuetral, but not in fifth.Try playing around with the fuel/air mixture screw on the carb.

200SX, any honda will do that when wide open in N becasue that is the rev-limiter keeping your engine from overrevving. but if his quad does pop when revved up in the high range it may be a tight intake valve, check to see if there is gas on the air filter..if so it just needs a valve adj. If his quad pops when he lets off the gas then it is running to lean and he needs to back the air screw out about a half turn. but I need more detaled info to go by if it isnt those two.
