They are two-stroke as was said, but don't forget they are air cooled versus the more popular liquid cooled. Also, the bore and stroke and the porting is considerabley different than the liquid cooled R's, and is quite primitive. This is why the liquid cooled engines will walk all over the air cooled versions. Since the liquid cooled engines use the same pistons as the CR bikes, and are still the most popular race bike, parts are a lot easier to find for them than they are for the air cooled models.

Yes as the others have said, the 81 to 84 250Rs are air cooled 2 strokes. They are reliable as long as they are built right just as any other engine. We have several of the air cooled Rs and have one that is modified enuf that it will run with a slightly modified 85 liquid cooled R until the 85 gets into high gear. There are still several parts available for the air cooled R's. If you are looking at buying one I would shy away from the 81 and 82 because they don't have a very good suspention on them and the wheel base is too short. They are very wheelie happy and just don't handle well.
