Could be a lot of things.
Could be lack of spark (faulty wire or ignition system)
Faulty spark plug cap
Improperly gapped plug
LEAN condition

If I were you, I would do a jetting run (plug check) to see where you are at jetting wise. You wouldn't want to burn up your fresh motor!

What are the modifications you have done to the quad, what carb, main jet, and elevation?

Have you bumped up your compression over stock (shaved head, thinner head gasket etc)?

Like I said, do a jetting run.
You say you aren't rich, how do you know? Is the plug clean?

Use a brand new properly gapped plug, do a plug check, and see what color the insulator is (down inside).

If your jetting (plug) is good/correct color, try closing the sparkplug gap to .018-.020"

Also check the spark plug cap and other connections/ground.

So you did a proper plug check at full throttle with a fresh white plug?

If so, try closing the gap as mentioned earlier, and see if that helps.

The reason I asked about plug check with the fresh plug, is because I once broke a motor in and then tried to do a plug check with the same sparkplug. The plug looked perfect (brown paper bag color), but it was real weak on the top-end.

I put a brand new plug in after the motor was broken in, and it was WHITE!

The plug was too badly colored from breaking in the motor to give an accurate reading. I almost burned up the fresh motor even though the plug looked good.

Just want to make sure you don't make the same mistake.
