To register it in NY you will need a VIN tracing off the frame and a bill of sale(the emperor must get his cut, lol!) Supposedly the vin is on one of the lower frame tubes near the engine, which is a pretty common place across manufacturers. Take the tracing to the DMV, pay your fees and you should be good to go. Some DMV MIGHT give you a hard time, depends on the clerk. In the end it should be a relatively easy process. They do run the vin to make sure it has not been reported stolen which may cause you a delay.
Short of that, NYS law says you need reggie, liability insurance, and written permission to be on private property. You do NOT need this stuff if operating on your own land or closed course racing only. If the landowner is OK with atv use and it is your hunting lease I wouldn't let a lack of paperwork stop me from enjoying my atv...

Another alternative would be to buy a frame that has paperwork and transfer all your parts onto it. A lot of work but it does give you a chance to get intimately familiar with the machine and find any potential long term issues.

I am positive you have a vin stamped on that frame, just need to find it. This is the best way. Also, i have never been bothered in NY on private land. Public land or on the road yes, but never on private land.

Welcome to the forum! You can get it registered, in fact its not to hard to do, as long as it does not have any liens on it. I just finished doing it for my quad, some dumbass (me) lost the title before i could get a new title and have it registered.
Google DMV forms mv-51 and mv-51b, you can get them from your local DMV office, or just print them off your computer. Fill them out and take both forms and a Bill of Sale to the DMV. They will send for a new title, and give you a temporary registration until the new title comes thru.
Its kind of a pain, but if your DMV has some decent people in it, they can help you out.
Where in Upstate are you? Central NY here, north of Binghamton.
