Hello from Oregon, and I NEED help with cranking

I recently acquired a Roketa goKart (KTX-90). It was in pretty bad shape as it sat outside from almost 2 years.
After many hours and a few new electrical parts (CDI, Stator, Coil, spark plug, and battery) I was able to get it started and running.
After a few months of winter, it sat in my garage. I wanted to see if it would still start and now it wont even crank. I tore the starter apart and it was a mess... so I cleaned it as best as I could.
The only think that happens is the solenoid clicks.
What is really odd... When I bridge the starting solenoid, there is no spark.
I have:
verified that the fuse is good
verified that the batter has a full charge
verified that all cables are connected
removed the kill switch cable from the CDI
I am really baffled why the solenoid doesnt spark when I bridge it. A multimeter on the solenoid shows 12.76V, when I click the start it drops down to 7.6V. When I release the starter, it jumps back up to 12.76V.
Please help!

First off sounds like you need a new battery as voltage drops too low at 7.6 volts. It may show 12 volts+ but if voltage drops below 9.5-10 volts under a load sounds like you have a weak or sulfated cell. If so it has to be in the on position to get spark.If you don't have one,then it's probably just the battery.
