Default Please help. Love this site been so helpfull.99 scrambler 400 4x4

So I need some serious help here I bought this bike thinking it was like back in the day only to find out holy cow things changed so much So let me explain everything I have a 1999 polaris scrambler 400 4x4 I'm guessing it's the early year bike of that year because it doesn't have a diaphragm style carb. Any way it would just crank over by jumping the starter over. The starter was locked up, so I put a new one on. Starter working great now. Then it still wouldn't start .I had spark when I first got it then it went away so I put new plug and wire. Got spark now. So then it just cranks over won't start, don't back fire nothing just cranks, new fuel lines havnt checked fuel pump yet but when I disconnect the fuel line from the carb and turn gas on it comes out very good. Does not come out at all on reserve though . So I bought a new CD I unit and put it on. The push up bottom still not engaging The Starter. So I took the switch apart on left handle bars and cleaned everything and contacts in there .Wasn't easy but got it done. Still doesn't engage starter though. Just cranks. Tested compression 120 psi.So that's good. The carb I rebuilt with kit it wasn't that bad at all. It's like there is a safety switch telling my bike not to run .So I adjusted throttle cable so there is no contact of that safety switch .Still no start. So my only question is how to check fuel pump. And is there a safety switch or does it have something to do with the water cooling system would that keep it from starting. I've never spent so much time without success. I rebuilt one of my two stroke polaris wave runners and it had a single shaft with all three heads pressed on .So I'm not a mechanic but very mechanical and can't get this thing to fire up. Any suggestions on this year bike.
