Well that would be true, but there is a possibility that it would lower it due to the fact that since the rider weighed so much, actually over 300lbs to be honest, that the engine would run out of horsepower before it ran into the governer.
A tractor trailer truck has a lower top speed when its fully loaded with a trailer on the back than it does when its not pulling a trailer at all. A guy I work for has one with a 550 Caterpiller turbo deisel and it will run about 85 - 90mph depending on the load tops, give or take. But with just the truck not halling anything it went 104mph max speed.
Im not sure how fast it went, but when I was on it and had it wide open, it felt like I was doing more than 51.5mph.
