Limiter ?

Limiter ?
On a stock KFX/Z400 if I pegged the throtle in neutral would it get to the limiter? My 400 is piped and filered no lid-185 jet ran good but with a black plug -went back to a 165 jet ,clean plug but more of a sputter on top.LRD told me dont touch the mix screws.any help out there. Thanks!!
