You can probably stop the belt slip by reducing the shim(s) thickness behind the secondary spring.
Both springs bring top end down. The secondary stiffer spring is to lengthen belt life since it doesn't let the belt slip between the sheaves as easy as the stock spring, but loses high end due to friction losses.
The primary spring reaches any given speed at a higher rpm. The point of a stiffer primary is to get better acceleration when riding trails or short drags, not to increase or even maintain top end.
