My 04 V force did the same thing. I have a service manual and it was just an adjustment on the throttle cable. Easy fix, just find out how to adjust it. I assume it is your trail blazer? I dont know how to do it for that, but I'm sure somone can help.

Definately the cable, either bound up, or way out of adjustment

All you have to do is to loosen the cable from all other things. Remove zipties, just find the thing that is hitting the cable when you turn. Just slowly turn, and watch the cable to see what it does. When it goes tight, move the cable around with your finger to free it from the object. If you cant fix this by yourself, just adjust the cable a little.
