Assuming it is still stock, a few aftermarket parts will be a start. Also depends on what you call cheap.
K&N or Uni filter, slip on pipe, or full exhaust (rejettig the carb of course), performance CDI, changing the front sprocket would be a good start.
If you're really on a budget, just do the air filter and get a bigger exhaust tip for the stock pipe, and change the front sprocket and change the jets on the carb. Don't buy the whole jet kit, just get them from a dealer. Won't make it light speed fast, but you'll notice a difference from what it was. Should be able to get all those parts new on ebay for under 100 bucks.

I would say Hotcam time!!!!!!!! But, you said a cheap bill. So, you could drop down 1 front tooth sprocket and render your first gear totally worthless, or add 1 tooth for top end. Its pretty much depends on your riding style. I run a 38 REAR W/ 14T FRONT. I only weigh 130 lbs. So, I can sacrafice some torque for top end.
