make sure the intake (big rubber tube between carb and motor)is on good and tight and make sure carb is in that intake good.If there is any air leaks between motor and carb, there may not be enough vacuum to pull fuel from the carb. Are you sure the motor isn't getting fuel?

pour a few drops of gas down the spark plug hole, put plug back in and try to start it.see what that does.

You're sure the pilot jet is not plugged? Even if it is, the enrichment circuit should still work (ie choke).... but it will only work when the throttle is closed. The enrichment ciruit is NOT a choke and will only work when the throttle is dead closed. Try backing the idle speed screw off a bit to get the enrichment to work.

Are you sure the air filter is still attached inside the airbox? That would be a vacuum leak of sorts. Are you sure the intake valve is seating all the way down? Hard as h3ll to get an engine to start cold if the valve doesnt seat and seal up. Check you valve lash, or at least verify you do have lash before doing ANY carb work. I wasted hrs and hrs not following that rule once while trying to tune a quad up.

If none of that stuff works, you can resort to placing a towel over the air filter to restrict some more air. I guarantee that will soak your plug with gas by virtue of brute force.
