Default 1996 Bayou help

Ok so i got a non running 4x4 1996 Bayou 300. Put new wire harness, CDI, regulator, Carb, new jug and piston, rings, and new plug. And it wont fire. It some times spits and sputters for a few seconds but then nothing. Timing looks good and valves look good and appears it is getting gas. Any thoughts?

Yea i have spark, Tonight after work i looked at it again and i took the cam cover off and when i turned the crank over i heard a hiss sound towards the valves so i am thinking the valves need to be replaced. Grrr this thing is a money pit.
