Default 360 issues

I recently purchased a used 2003 prairie 360 4x4. It had sat a while. So i took the gas tank off and cleaned that, took the carb off and cleaned that. Cleaned the arrestor in the exhaust. Adjusted the valves, but now it makes a tapping noise. But my main problem is that it wont go above 15 mph. It feels like it is in 4 wheel drive. BUt the front wheels arent engaged ( i verified that). The 4wd light does flash as well as the check belt light. I tried to reset but no go. I tested the actuator according to the service manual and it tested bad. I have another one on order. But would this stop it from going any faster? anything else i need to check?
