Question 96' Bayou 400

Recently I did some trading and wound up with a pretty nice 96' Bayou 400 4x4. Its complete with good plastic, aftermarket wheels and mudders, and a 2 inch lift. Anyways, I've got 2 problems. The first being the carb, if the fuel pitcock is turn on, fuel runs right out of the bottom drain on the carb. I rebuilt the carb with a kit, noticed however that the kit did come with a seat for the float needle. I checked the float height and its good....everything else is new now...so my only guess is that seat for the float needle. I've heard there non replaceable...anybody have any ideal or thoughts on this?? My other problem its the top end, somebody has had the head and cylinder off. Not sure why, but anyways, it has a knocking in the top end. Pretty sure its not a rod sounds timing/valve train. I went to adjust the valves and found they set REALLY tight, so I put them all back into spec and the noise got louder and more tingie sounding....Im thinking maybe a wiped out cam lobe, rocker arm? Is this a common problem? Or is there another common problem in the top end I should be checking on?
