I believe, and don't quote me, but there should be a vacuum line going from the carb to the manifold.
If there is an unused nipple on the manifold/motor that obviously should have something attached to it, then look for a hose coming off the carb, other than the overflow tube/s.

I took my carb off earlier and hooked it to my shop vac. Turned it on and when I move the throttle the slide opens and closes like it should. So I know now that it works, I guess maybe there is some passage inside that is still blocked. I can't figure anything else out.
I have not checked compression on the engine, or the valves; but since it starts right up and idles good I don't think that is a problem.

I'm maxed out on my troubleshooting without actually seeing it.
If it idles fine but won't run in upper rpms without the choke, it's probably not the little passages because the main jet handles the bulk of duties at higher rpm.
The clear hose, again, without seeing it I don't know. If you don't see a port to slide it onto, then it's probably not a vac line.

Awesome video.
Check this out.
here's another one, but it sure lacks pictures. I like pictures. I appears to describe how the cv carb works. Mentions a little passage to the diaphram to provide vacuum so maybe you don't have a hose that goes to the manifold.

Can you push the slide up all the way with your finger? with engine running, maybe manually move the slide upward as you increase throttle to see if that works.
I'm thinking it's just got to be one of these:
bad diaphram,
bad diaphram seal,
spring is not seated correctly,
if there is a vacuum hose it's not pulling the right vacuum or the vac circuit is plugged.
Also make sure the little hole below the plastic piece is open, ie, the plastic piece should not be positioned over the hole.

The slide does move manually if I push it up. I did try to lift it with my finger while giving it has but it just died on me.
Baby was asleep that's why my wife comes out at the end if the video and shut me down. Hopefully I'll have more than 10 minutes to mess with it tomorrow.

Use a wire or something thin to move it up while motor is running, that way you're not changing the airflow as much.
Also, I will tell you, my 4 cyl street bike did not run well without the airbox being connected, but it did run.
