Might want to make sure its getting spark to both cylinders. Might have a bad plug or wire going to one of them causing it to run on only one cylinder. That will really kill your power.

I never thought maybe crank sensor it has power at idle clutch is not slipping belt is new went through the timing a couple of times to make sure it was right new plugs , starts good acts like it has a governor, but I did notice the rear cylinder don't seem to be as hot as the front maybe loosing fire. it has power to pull on and off the trailer but not enough to pull the front wheels off the ground

When you rebuilt the engine, are you sure you adjusted the valves correctly?

"Pick a cylinder. Remove the adjustment access covers. Rotate the crank in the normal direction of rotation and watch what the valves are doing; watch for the exhaust valves to open and then close, then the intake valves will open and then close. Once the intake valves have closed, start watching the flywheel for the TF or TR (depending on what cylinder you are doing) mark to come around to the viewing port (about 1/2 turn of the crank). Adjust all the valves on that cylinder.
Now do the same process for the other cylinder."

Check the lobes on the cam for wear, too.

The Kawie cam lobes rarley wear out, unlike the older polaris models....doubt that's anything to do with the problem...
