Default kawasaki 220a start circuit weird

I got this atv and started getting it back together. seems fairly simple. But with a good battery, it won't start - even try! I put a light test from neg to all three terminals of the start solenoid - and when the key is on, they are all hot! How can this be? One should be grounded. Turns out one IS grounded by the start switch... but somehow, when the key is turned on, that poll becomes hot. ??? something shorted somewhere? any ideas? The result is that the start button will NOT activate the brand new solenoid.... weird!

on my wife's old bayou 220 there is a redundant relay that was bad. Amazon has one that will work for cheap I believe the part # is nv-ry1.
