Default 1989 Mojave shifting issues

I bought an 89 Mojave. Got it running yesterday after a carb cleaning and oil change (10w30 conventional). Reverse doesn't work due to needing a cable. I pulled the bike out of the shed and up shifted not realizing I was going to second rather than first. Got going and tried to shift up and no go. Then tried shifting down and no go. Had to try downshifting several times before it went to neutral. Took the side cover off and got to the shift pawl to see what was happening. If I shift very slow from neutral to first then it shifts fine to first and back up to neutral. If I shift like I would consider normal then the arm skips off the pawl several times then suddenly catches and shifts. Any suggestions?

Anybody got any thoughts? I've read about the shift pawl mod and I'm going to try that as soon as I get the clutch cover and water pump gaskets but I'm open to any other suggestions
