2005 viper 90 cdi box

I located the CDI box under the seat and found it was set at 4 on a 0-7 scale. I clocked my son at 26 MPH. I then turned it up to 7 and he was clocked again at 26 MPH. I then turned it down to 2 and speed was greatly reduced. So, my question is why isn't there any speed increase from the 4 to 7 setting? My dealer said it was normal in that you wouldn't get much more top end speed. I find it odd that on a 0-7 scale, that there would be no difference from 4 to 7. The throttle limiter screw is all the way out. opinions???
Edit....is there a wire to cut on the 2005 like the green wire on the previous models...or is the cdi box with the 0-7 setting all there is to increase speed?

My guess would be that the way that the stock pipe and intake are not tuned to work in that higher RPM range that you allowed the CDI to run at. I'll be that if you had a tuned pipe that worked in the upper RPM ranges and some mods to the intake side that the change from 4 to 7 would show.
