eton 50 not running right

This quad only has about 3-4 hours on it, it’s a 2005 ETON viper 50 2-stroke
it will idle fine but does not have enough power to move itself . It first happened when my niece was trying to climb a small hill all of the sudden it started acting like it fouled a plug so I put it until I was able to get a new plug today I put in the new plug (the old one was black and wet with fuel) and it did not act any differently It still acts like it has a fouled plug and adjusting the throttle limiter does nothing it runs the same at 1 as 7.....
Please help....

Check the gas. Check and clean the spark arrestor if it has one. Check for kinks in the fuel lines. Replace that cheap fuel filter.

Blazer there is no green wire on your 2005 50cc it has a adj. cdi box settings are 0-7 the cdi box is located in the frt. of the bike take the frt. nose cone off and i think it's on the r.h.s you cant miss it a rubber gromet is holding it on it's a black box.

well today i had it running and oil/gas started running out the exhaust so what do you suggest i do?
should i just pull out the spark arestor completly? or just clean it out and put it back in. i dont think i need it they just ride it around the ranch. but if i take it out will it run lean?
