if its starts using starting fluid then its a fuel deliverly problem, you need to take the carb apart and clean it,

if the valves were tight , starting fluid shouldn't have any effect , shouldn't be able to start it , but using starting fluid it starts and runs i gotta bet on carb problems, it still woundn't hurt to adjust the valves easy to do and takes about 15 minutes.

Clean the carb.
Then check the valves if the cleaning does not help. Keep us posted

The floats may be stuck or your jets are gummed up. You have fuel to the carb but not the engineso the logical choice is a carb problem.
