First off what makes you think the carb is bad? What problems are you having? It may be a simple problem.

You are right you have a problem with the float. The float has a small metal tab close to where it is hinged. This tab pushes against a needle valve. The needle valve has a small pencil shaped needle that may have a rubber tip. As the gas fills up the bowl the float rises and the metal tab pushes the needle up and the tip of the needle plugs the hole stopping the gas from flowing. Things that could be wrong are; the hole that the needle is supposed to plug may have debris in it, not allowing the needle to raise up; there may be debris around the needle so that it can't slide up and down; or the metal tab on the float is designed to be bent up and down to adjust the level of gas in the bowl, if it is bent way down even when the float rises it will not push the needle up far enough to stop the flow of gas. You should take the carb back off, take the float bowl off and visually check that everything is working as I described above. If you don't see anything obvious then you might have to get a little messy, get plenty of rags and no smoking, put the carb back on with out the float bowl on, hook up the gas, turn on the gas valve and gas should pour out the bottom of the carb, push up on the float with your finger gently, gas should stop, if it does not, shut off the gas valve and then slide the float hinge pin out and take the float off, be ready for the needle to fall out, put the needle back in its hole and push up on it with your finger, now turn the gas valve back on, if gas still pours out, then there is probable some debris keeping the point of the needle from plugging the hole, if the gas does not flow then the problem is the metal tab on the float not pushing the needle up far enough. I am assuming there is a gas valve on the bottom of the gas tank or in the line but not all Chinese ATV's have them, so if not, it would make this test more difficult. Hope this helps
