If you tried to jump start it with a car battery, then it's pretty safe to say that the battery is not the problem. Even if the battery in the quad is dead, the amperage that the car battery puts out would still be able to overcome the bad battery. Sounds more like maybe the starter is toast as was suggested by OffRoadNoob. Is there any chance that the motor is siezed? Does it have oil in it? Not trying to sound like a smart@ss.

That is definately a possibility at this point. I just can't figure this thing out. It rolls fine and doesn't seem to be seized. Is there some way to check for sure? The starter not turning when off the motor but hooked up is not good.

You say that the starter won't turn over even when off the quad? That would definitely point me toward the starter.
Can anyone verify that the starter will turn over when not bolted to the motor? Does the starter body act as the ground? If it does, 07eiger, then you would need to ground the starter case against the motor to get a complete circuit to verify that the starter is working. It's too late for me to go out and look at my sons quad to see how it is wired and my memory fails me as to how it is wired up.
OK, I just went to http://www.atvpartsusa.com/ and looked at some of the starters on their webpage. It seems that the starters have two wires coming out of them, so there should not be a need to ground the starter case. I'm thinking I would try another starter and go from there.
