The one running from the bottom float bowl down along the engine is the float bowl drain / vent line that needs to be open to the atmoshere.
The other I think you are describing that points upwards along side the throttle slide is the fuel supply from the gas tank.
On the 2-strokers there is also a 3rd one coming off the side with the idle adjustment screw, and that one is the oil injection supply line.
Can you post a picture?

ill try to get to the quad this afternoon i moved it from my house for a moment. my fuel feed is actually part of the fuel on off petcock(fuel valve) i dont really think the one i inquired about is of much importance because when i look at a brand new pz16 carb i notice it comes with the line on it and allthat does is vent to the atmosphere.....
so without the bike actually running if i have the fuel valve "on" and press the throttle should i be able to feel fuel spraying if i open the choke and put my finger in there? also is the butterfly for opens when i open my choke suppose to only open as part of the choke or should it open anytime i hit press the throttle? because if its suppose to open as part of the throttle also its not doing so.. when i get through with this atv i might as well add chinese atv repair as a service that i offer at the shop.
