Default fuel problems

I have a 6sunx150gca that will not start and the cylinder will fill up with gas quite quickly. I have torn apart the carb and cleaned it to no avail. I read that it could be the fuel pump that causes it. I took it off the tank and put it into a bowl of water and was able to blow through both hoses but also able to suck water out of them. Am i right to conclude by this that the diapham is bad and that it is the issue and not the carb?

To answer my own question and share. Yes the fuel pump was bad. Gas was being drawn through both the feed line as well as the vacuum line and flooding the cylinder. I bypassed the pump and installed a briggs fuel pump from a riding lawn mower engine and the problem was solved. Waiting for the new pump to come in but the briggs workaround works just fine for now.
