I'd go with the shorter swingarm first
tire pressure run the left's softer remember your outside has to travel longer around the track so it wont hurt if it's a lil larger diameter
I used to run a 10" rim for the inside rear and 8" rear on the outside giving me a taller tire on the outside.

I think tire stagger refers to diameter, though the offset you're talking about would probably help.
If you're turning left a lot, a larger diameter right rear wheel than the left rear wheel.
This from several hours playing nascar on the computer.
Ive never raced on ice, looks like fun.
