Seems I have even more problems with registration these days. I am running into other states that match Wisconsin. the question is why are ATV's being singled out for registration? You don't need to register a dirt bike.. why ATV's. For those of us that live in states that do not require this, it is causing all sorts of problems. I recommend everyone lobby their local congressmen to eliminate this unfair taxation...

As you said in a previous post quit your whining,here in N.Y. we have to be registered and pay sale's tax.It should be equal for all state's.Our snowmobile registration went up also(to help pay for trail maint.,new trail's).If you want to ride on these trail's shouldn't you have to pay also ?Or do you get a free ride because you live out of state? Not whining, looking for an option... you see I do not feel it makes sense to register a quad in one state, yet have it titled in another, and my state of record being out of state as well. If you are talking automobiles, that sort of thing will end you up in a lot of hot water. If the solution is to institute a registration program in Virginia, I am all for it, because it would solve my problem....

And don't get me wrong, I would gladly pay a reasonable out of state permit fee, after all, it is only fair that I contribute to the state's trail maintenence programs.. $15 to $30 for 15 days is what I consider reasonable.. much like an out of state Fishing license... I just don't want to contribute to the state coffers for sales tax that I have already paid to my home state... nor do I want to run afoul of the local laws.

In some states, if they do not have a reciprocal agreement with the other state, I would have to register it in multiple states... and pay the same sales tax over and over again. That is insane...

Now personally, I feel that it is wrong for ATV's to be singled out when other types of recreational use machines are not treated the same. Ultimately, I'd prefer some sort of consistancy in how they are treated... not this hit and miss.

I have written the governor of Virginia and explained the catch 22 to him... but have not received a reply... so here I am, trying to plan a vacation to another state to just have a day or two of peaceful enjoyment of riding my ATV, and I am getting shut out....

I know what you mean,atv's are definitely singled out and that suck's.If we are going on a snowmobile trip in another state,not a problem-even Canada.But with atv's it's a whole different story.It's not fair we have to pay sale's tax,registration,and get nothing for it.I was riding with my daughter,she has a pred.90,and we got stopped by a D.E.C. officer just off the corner of property we have permission to ride on.We are registered and insured so that was not a problem,but we were on a state land truck trail(snowmobile trail)and i had one he-- of a time convincing him we would not ride there again if he let us go with a warning,which he did.It burn's my a-- that it is o-k for us to burn down this trail at 80 to 90 mph during the winter but we can't just cruise it in the summer time.He also told me that actually they are supposed to be registered even if riding on your own property.Imagine that,there is no way in he-- i would do that if i owned that much property.It's all about MONEY.More for the politician's to waste on some thing else.Good Luck on your mission,hope it work's out for you,that's all every one can do is keep on your local politician's A__.[img]i/expressions/face-icon-small-wink.gif[/img]

You do not have to pay Wisconsin sales tax when you register your ATV in Wisconsin if you can show proof that when your purchased your ATV in your state that you paid sales tax there. Actually you save 6 bucks if you register it in Wisconsin its 30 bucks for 2 yrs for Wisconsin Registration and 18 bucks for one year for Non-resident trail pass. Even if I lived in a state(like MN) that registers there ATV's I'd still just buy a Wisconsin Registration to save myself 6 bucks.

Again if you want to use the trails I don't think its to much to ask to purchase a trial pass or Wisconsin Registration. Registration funds are what build and maintain our trails.

Got no problem with paying the temp permit fee... much like a fishing license... no big deal.... but when you look at the tax deal, there is part of this that you may not be addressing. My state has a lower tax rate than Wisconsin... so i was told by the state DMV that on top of the permit, I'd have to pay the difference in sales tax.... and on 4 or 5 machines depending on how many I intended to pull, that gets expensive. I'll wait until I move there in a couple of years and fight with them then.. Option 2 is register in PA for 15 bucks, then all I have to do is pay 4 the permit.. which is what I am going to do. Too late for trip plans though, I changed our vacation already and went to FLA instead. They don't need no stinking rules in Florida man... Just come, ride, leave your money at the door... and leave

Colorado requests that you register your ATV, if your state does not have it's own ATV registration requirement. $10 per year, a filing fee.

If you are registered in your own state, they accept that as is.

Is that a registration fee then? Been a long time, but doesn't colorado have a personal property tax that you have to pay every year too? How does that work for out of state people?

Although I respect your opinion and consider you one of the few out there who care enough about our sport enough to speak intelligently about it and promote the kind of debates we need started......I will have to respectfullly disagree on this one.

We need not only 'registration' (albeit the nationwide standardized type).........BUT WE DESPERATELY NEED THE TYPE OF LARGE "DAYGLO" IDENTIFICATION NUMBERS THAT MAKE THIS SYSTEM ACTUALLY <u>WORK</u>.

"Again".....we get back to the fact that everybody wants to talk about how they <u>never</u> stray off the trails......yet nobody wants to get involved with or promote a system that actually identifies those who do! (or "again"...develop a strong enough relationship with law enforcement that nobody actually knows what affiliated club member might just be the guy who witnesses an incident occuring).

The reason why BOATS are required to display a certain standard sized number is an obvious one.
Yet we have a group up here right now who is trying to get registration established.....who will not even TALK (nor even
'listen') to anybody proposing that atvs run the same size numbers that our snowmobilers ran years ago before they "...didn't like the way it 'clashed' with their graphics" (which was more like...."I don't want somebody identifying me as I go from "bar to bar"..."). As in a lot of these proposals brought forward by "non-profits" (in this case; one run by a perpetually <u>un-elected</u> guy, his wife, his brother-in-law and some "at-large" directors who love the tax benefits their little "non-profit" affords)......these proposals are not brought forward to solve the problem at hand......but to make the appearance that something is getting "done"... without "pissing to many people off" in the process (translation: <u>risk cutting off any money coming IN</u>).

Heck, these guys have even got their free speech forums set up so that if you don't "pay".......you won't access the discussed upon issues of the day; be informed as to exactly <u>how they are handling them</u>; nor even bring your issue forward to everybody...so that their unified answer can allow you to make an informed decision about joining these people !!! ("You just give us your money....we'll let you in....and if our "family" doesn't like the facts you bring forward....we'll keep your money and kick <u>you</u> out!....").

Got off the subject a little....but the issue of registration is a two-fold one;

#1) Propose no-nonsense legislation in which you could care less if it impedes on the "'fashion statement" somebody is trying to somehow make with their quads.....

and #2).... Form a strong enough bond with law enforcement that the idiots out there who are now scared crap-less about the fact that they are NOW <u>easily</u> identifiable....sure as heck <u>don't</u> want to run into a no b.s. club member who will help LE eventually <u>bring him to justice</u> (the cops don't need to catch somebody in the act....they just need to know who to look for in the first place.....these guys/gals will hang themselves eventually; as they are definitely creatures of bad habits).

I am really sorry to be the one who has to just come out and say things like this........yet I don't see to many others like draggin'but who even have the kahunas to discuss it! (a disease that is rampant up here in Michigan).

BBalled, I think we are the same sheet of music on this one... I am an advocate of one system being enforced no matter where you live or ride... and that includes registration, with the fees collected being used for trail development, maintenence etc. All I have ever asked for is one set of rules so I know what the game is going to be....

I also have issues with why we are singled out for all the legislation, while the dirt bike crowd that rides right next to us on the same trails do not have to deal with all this...That is all I ask? If that makes the rules makers take a hard look at dirt bikes in the process, then so be it...they should step up and pay their own way too. Iam not against registration, or rules, or certifications etc... all I ask is that they treat everyone the same.

ATV's are on everyone's hit list.. due in large part as a result of the wild and crazy antics that many display. Another unfortunate fact here is that parents use them as a baby sitter way too often, and are not aware of the dangers they represent until after someone gets hurt. I think there is a lot that could be done to fix that.. and even if I have to work WITH the CPSC, I just hope we can keep their minds open to change.

I have no idea why legislators are so taken by one group's opinions over others, but it appears that they are a lot better organized, and they are established mainstream now. But I also think it is crazy to think that rules established over 10 years ago have remained un-changed since they were introduced. The machines are different now, much better handling, and safer in many ways when operated with respect.

Our kids are following the rule of nature, and are not only getting larger than we were at their age, but also they seem to be able to handle much more challenging situations than we had to handle when we were kids. In short, they have changed too.. So it is natural to think that the rules need to be revised to reflect that... however the problem is that people with the power to change things and make new legislation are concentrating on statistical information, and bending it in ways that reflect their collective views... and they are getting before congress, and local authorities and presenting the data in a very professional manner... and that is how we get legislated out of existance... because the lawmakers do not see any dissent coming forward.

I suspect we will not dig another channel here, but maybe we can divert enough water to get noticed, and let them know there is a dissenting opinion.
