Are you sure? I think you are mistaken. When I did a google using the bills name, I found a site that showed the status of the bill and it looked like it had been modified, but was still alive. I think you are mistaken. Several sections were stricken, but it was placed on a second reading on 3/6. Check it out:

Looked to me like they modified the decibel level.

 

Yes they did make some changes but acording to everybody at thumpertalk the bill died read the last few pages or so on rhis big post on it just click last on top or bottom of the first page and go back from there.
