I don't know you received this email from Dave Kryzer but it impacts the sport you love. I was very disappointed to see this pass in the Senate, but happy to see that Senator Larson voted against this amendment. This is where I need your help today and all weekend!
Please contact your House Representative this weekend. Either by email or phone call. They are working. Next, please forward this to all of your friends that have a stake in loosing in this deal. If they don't have email, please make copies and hand them out or make a phone call. The only way we can prevent this from becoming a law is to prevent it from passing on the House side. It will be heard on Monday, so we need to act NOW!!!!
Also, I would suggest that you have individuals in your district call Senator Larson and thank him for voting against it and let him know how this amendment impacts her constituents.

Your Urgent Response is Needed to Protect Your Access to State Forest Land
March 22, 2002
An amendment that will effectively close OHV's from state forest lands was
successfully attached today to Senate File 2674, the DNR Game & Fish bill.
The amendment, authored by Sen. Tony Kinkel, was offered during debate on
the Senate floor. If this bill should become law with the amendment still
attached, then any designation of OHV Trails within any single State Forest
would effectively classify the trails within that forest as "CLOSED unless
posted open". All that needs to be done is designated ONE SINGLE MILE of
trail within a forest and the result would be that all trails within that
forest would be closed to OHV recreational use, unless they are designated
as open.
We have a virtual OHV "Life or Death" situation on our hands. It will take
very strong efforts to counter this amendment. And, we need your help in St.
Paul to do it.
This legislation was passed to the House or Representatives and will be
voted on Monday, March 25th. It is imperative that you contact your state
representative and ask them to not support the inclusion of any anti-OHV or
anti-ATV amendments to SF2674. Contact them and tell them that this
amendment is detrimental to trail development and will impact your
recreation on public lands. Do not hesitate -- act immediately to contact
your state representative.
It is critical that you contact them either through e-mail or call them at
their office. Here is how to reach them.

Senate Floor Amendment

1.1 Senator Kinkel moved to amend S.F. No. 2674 as follows:
1.2 Page 1, after line 35, insert:
1.3 "Sec. 2. [84.785] [MOTORIZED USE OF STATE FOREST LANDS
1.4 RESTRICTED.]
1.5 Subdivision 1. [RESTRICTED USE.] (a) Notwithstanding
1.6 sections 84.787 to 84.805 and 84.92 to 84.929, 30 days after the
1.7 commissioner of natural resources designates and posts 2,000
1.8 miles of motorized trails, the use of off-highway motorcycles,
1.9 as defined under section 84.787, off-road vehicles, as defined
1.10 under section 84.797, and all-terrain vehicles, as defined under
1.11 section 84.92, is prohibited on state forest land administered
1.12 by the commissioner of natural resources, except on forest roads
1.13 that are not posted as closed and on forest trails and use areas
1.14 that are specifically designated and posted by the commissioner
1.15 for that use.
1.16 (b) If the commissioner designates and posts trails for
1.17 travel within a state forest or other forest land area before
1.18 the goal specified in paragraph (a) is achieved, the
1.19 restrictions in paragraph (a) apply to those forest lands 30
1.20 days after designation and posting.
1.21 Subd. 2. [ENVIRONMENTAL REVIEW.] Unless the commissioner
1.22 of natural resources determines that the trail or use area does
1.23 not have the potential for significant environmental effect,
1.24 before developing a trail or use area to be designated for use
1.25 by off-highway motorcycles, off-road vehicles, or all-terrain
1.26 vehicles, or before designating an existing trail for use by
1.27 off-highway motorcycles, off-road vehicles, or all-terrain
1.28 vehicles, the commissioner of natural resources shall complete
1.29 an environmental assessment worksheet and, when necessary, an
1.30 environmental impact statement according to section 116D.04.
1.31 Subd. 3. [EMERGENCY CLOSURE.] The commissioner of natural
1.32 resources shall close a trail or other areas of state forest
1.33 land for use by off-highway motorcycles, off-road vehicles, and
1.34 all-terrain vehicles for up to 30 days when the commissioner
1.35 determines that conditions exist where the operation of the
1.36 vehicles will cause significant environmental effects."
2.1 Renumber the sections in sequence and correct the internal
2.2 references
2.3 Amend the title accordingly
2.4 The motion prevailed.
