tickets suck...

It affects everybodys insurance because thats how insurance works. Just like with cars, if a certain model of car is statistically stolen more or gets in more accidents than another, the insurance is higher for that model, even if you have never personally placed a claim of an accident or theft. With ATV's, I dont believe they distinguish between one model and another, but what happens is all the money you pay for insurance basically goes into a big pot (metaphorically speaking) and if anybody has their quad stolen or has an expensive wreck, then the amount of damage or the value of the vehicle is taken out of that pot and used to satisfy that claim. The people that dont get in wrecks or have their quads stolen still have to pay the insurance money, regardless whether they ever actually have to use that money. The insurance companies want to make money, and they make money from the people that pay insurance but dont use it. If there are more claims of accidents or thefts then they are giving back more and more money which they dont particularly like doing. Then, since they want more money, they raise the rates. I dont know how tickets and stuff like that factors into the equation, but it has an impact, so yes, you getting a ticket can raise other people's insurance.
