I live in New York and I while I was reseaching this topic I read that New York will acknowledge out of state registrations. So what I would do is register it in NJ. Here is the link:

Call the DNR in both states to be sure. I am registered in Maine, but will bring it to Wisconsin now and then. Wisconsin will acknowledge out of state registration, but only if the quad will not be there for extended peroids. So check to be sure New York is not the same way.
Also, you can register in more then one state. In northern WI, many people have WI and Michigan stickers on the snowmobiles and quads.

Michigan does not register ATVs. They title them once (need to get the sales tax) then yearly you have to purchase a ORV sticker ($16.25 for the year 1 apr - 31 mar) This allows you to use the trails throughout the state and the are alot of them.
If your are registered out of state, they will recognize that. Just purchase the orv sticker. You can also get copies of the trails on-line or they will send you the complete set ($2.50 when I ordered it)
