The instructions say to use epoxy to install these grips. My question is that these grips are not very soft, how hard are they to remove for summer riding or can you put something over them like a foam grip?

If you use epoxy, you won't be able to remove them and reuse them. I tried the trick with a coat hanger to make them removeable but, they slipped on the bars some and would make my throttle stick.

Default Hot grips

When it comes to hot grips, you got to use the epoxy to make them solid, otherwise they flop around and are basically unsafe. Besides when you install them, you have an on/off toggle switch right? That way they are on only when you need them. I also agree they are not as soft as I'd like when it comes to handlebar grips, but you do get used to them. I am sure you probably could find some grips out there to slide over them. Tho I can not help you as to where to look for them. Check with your local bike shop.
