CamShaft ?

CamShaft ?
On my friends 06 Suzuki Vinson CamShaft, there is a mechanisim with a spring and an arm that move out, and has a spring to pull it back in, and I don't know what that is. the thing is held on by a snap ring, and can be easily removed. but wanted to know what the thing is before we do.
