All the fuel valves are the same way. Straight down is on, to the left is off, straight up is reserve.

Thank You,
I am also getting a limited supply of fuel into the filter and when it does fill I get fuel leaking out of the carb. I idled it up a ways with the **** on the carb. Would that help burn any excess fuel building up in the carb. carb, 3 way fuel valve, and pump has been replaced.

If the carb is leaking it's usually either a worn needle and seat or float level problem. Doesn't matter on how much fuel is being pumped or how much or little the fuel filter shows. Plenty of carb kits on ebay for your model if needed.Plus look over this pdf section on carbs from the service manual. https://www.google.com/url?sa=t&rct=...U2gGlaHJWSIlbA
