Replacing a throttle cable is REALLY easy on most machines. They can freeze up in the winter if they get a little water in there. Plus over time they just naturally wear and become harder to operate. This is a job you can do yourself with minimal skill. Maybe watch a few YouTube vids to get an idea what you are in for. Bright side, I doubt a shop would charge you more than an hours labor, and even that is a stretch.
