Good wire brush on a drill or a 3M scuffing pad on an air grinder would help if it's just rust and not warped.I've cleaned up plenty of these to get them back in usable condition. If you change only one out I'd go with oem as sooner or later the other side will need to be replaced and you might have trouble finding the same aftermarket one. Plus braking effect may be different with different or only one new rotor? When ever I found one that was in bad shape or warped usually the other side wasn't in too good a shape either. This looks more than just surface rust. I don't think it can be turned out and still have enough depth on the rotor. It looks like the previous owner let it sit for an extended time and water leaked on the rotor.

Should be lots of rotors on Ebay for cheap. My cousin bought the whole strut, spring with hillary hub assembly for $50. The Rotor should be no more the $20 for a set.
