Default VIN on a 95 polaris xplorer 400

According to somewhat new regs in my province (British Columbia) my quad needs to be registered.

I found the vin on a decal that is on the hood/fuse cover of the quad but it is only 7 digits. When I went onto polaris' website to check the model spec the website said the vin should be 17 characters long.

On the throttle side of my frame the quad has the same 7 digit number

Were vins only 7 digits back in 95? Or am I looking at the wrong series of digits?

W-959140 is the model number for the Explorer. The serial number is on the right side frame down tube behind the model number. It wont be 17 digits long. This is from The Polaris Vin # Link. "For units that are older than 1999 the VIN’s are 7 digits long. The 2nd and 3rd digits indicate the year. Often this information is explained in the owners manuals but was not found in every owners manual." Here's the pdf link.https://www.google.com/url?sa=t&rct=...PZebZQ&cad=rja

Since it was made before 1999, it will only have the 7 digit vin.
