Always remember you will need to pay sales tax when you title and register your ATV when you come back,is it really worth the time and headaches buying out of state?

That's the place. Not sure how Pennsylvania works with registration, but in Michigan there is no registration for atv's. You're supposed to title them and you need an ORV permit to ride off of private property. Many guys have bought their quads out-of-state, slapped the ORV sticker on and never bothered to title them. Thus no sales tax.

I bought mine on Ebay. I had to title it (got a loan and the band required it) but there was no registration. I had to pay like $200 for tax though. I also got insurance on it through our house insurance. Well worth the $115 a year to have FULL coverage on it

$5500 sounds fair, best I can get around here is $5400 + tax ($5600) and that is for a 2003. Haven't checked on 2004 since they came out, they'll probably want more.
