Youll probably have to take it off unwind it, clean it up with some gumcutter, grease the hub that the spool rides on and wind it back.
Have you got a service manual?

Recoil spring may be broke or jammed up if mud or water got in it.

Yea i have a service manual. I never really messed with the pull starter before though so i really dont wanna mess it up. If it is the recoil spring is it hard to remove it?

Go slow and be careful(keep watching) when you tear into that thing......sometimes they just go wham and come unwinded......then you have to figure out where everything goes.......

That recoil spring is a B!TCH to get back on and rewound correctly! I had to take apart mine and clean it for that same reason. Works good now. But I had a heck of a time with that spring. I dont know how much new ones are, but I think that if I do it again, I will just buy a new spring!!!!

Is it kept inside or out? If outside you might just want to take it in and let it thaw out. With the Rain/ ice/ snow I'm assuming you have like me it might just need to warm up to let loose.
