I am very surprised that the 5 point harness has not made it into passenger vehicles yet. Look at the survival statistics with how fast race cars are going when they crash. Not the most comfortable thing in the world, but who cares - look at the lives it would save. Lower the speed limit to from 65 to 40 - that would save lives too. They are out of control to appease the stupid special interest groups. Politicians want to make a resume as a stepping stone to higher political aspirations. The laws are about PR. The sky is the limit.

Liberalism starts out with rules/laws/programs that are "no that bad" or "looks OK to me" and then they progress from there. It never happens all at once. People wouldn't stand for it. It is a very gradual process. Once it is done, it is very difficult to recend. So, IMO, the NC laws definitely overstep their bounds.
Of course, people need to supervise their kids. My 8 and 15 year olds ride. But, that should be up to the parents, NOT the government.

Fact is, the dumb a$$ laws flowing in this part of the country are going to reach you someday. Brand new law in NJ - Kids now have to wear a helmet until they are 17 when bicycling or skateboarding or roller skating!. ROLLER SKATING!

Ok, I admit I didn't read all the replies here, so pardon if I repeat someone.
Do those rules apply even when operating on your own property? Like a 7 year old can't drive a 90cc around your yard? It seems the only way a 15year old could ride anything larger than a 90 (which is way too small, even dangerously so) would be if he was hunting or farming?
I thought maine's new laws were bad, but these are absurd.
