Can someone help me identify this part?

Also the sprin is broke number 41 will this hurt anything?

just a guess is it the idle cable adjuster, the only thing i can figue w/ out looking one.

Thats what I was thought it was..well any way I turned up the idel with it[img]i/expressions/face-icon-small-smile.gif[/img]\
Now what can I use to read the RPM's?
