400 Sportster plastic tubes in steering column

Default 400 Sportster plastic tubes in steering column

I bought a used 1998 400 from a friend and noticed two plastic tubes coming out of the steering column by the handle bars. One is a dark green and the other yellow. The yellow one is broken in half. Both seem to be very loose in the column as if I could pull them all the way out. I can't find them in the online manual I found.

What are these tubes?
What problems are caused by them being broken?
Will they pull all the way out of the column?

There is typically at least one vent tube for the gas tank in that location

Do they really let those tubes be exposed through the column like that? Maybe I'm missing something that covers up that part of the handlebars?

Should be a clip that goes on the column and holds the hoses.
