does anyone know of a quiet pipe that gives the 10hp like hpd pipe but where it won't be so loud that all my neighbors yell at me.

You can install the pipe but put back on your stock muffler. This will give you hp gains w/ out the noise. You'll have the ting from you after market pipe but not the ripping noise of that straight throu muffler.

NEWDSLOVER,
I do believe that the muffler on a stock TB is attached to the exhaust pipe and can not be removed.
HPD is a good pipe and should be able to sell or advise you of a quiet silencer.
