Setting timing on the 400L

Some claim that the existing timing marks on the flywheel may or may not be accurate.
Should the 400L timing be set according to the flywheel scribe marks/ recoil inspection hole pointer or by using a degree wheel and dial indicator?
My 400L is retarded by 1 degree according to the factory markings. Leave it alone or adjust?
