I dont know what holds it from turning but I had the same trouble on mine. I turned it counter clockwise marked it up a little with a small center punch, put on a bunch of red stud & bearing locktite and turned it back where it belongs (had to use a hammer & punch). I hope this fixes it, it seems to be tight, I couldnt move it with hands. The coil that it cut had enough wire sticking out of it I just soldered it back togethor. 4x4 works again, I hope this lasts, I just did it today.

Muddyone; I ment the steel sleeve that is pressed through the strut housing (where the axle goes through), not the cover(?)sleeve that goes over the coil. Mine would not move in or out, just rotate a very small amount, silicone holds the cover seal just fine.
