No. It is on the left side of the bike as you sit on it. You simply pull off the outer cover, have to take off some of the footwells and kick start first, use an impact wrench to break loose the nut holding on the pully slide it off and simply take the belt off.

No it should not be loose. If it is loose that is why his bike is revving up but not going anywhere because the belt is just slipping. It is time for a new belt. The pullies on each end of a CVT tranny are variable. As the speed of the pullies increase one pully increases in size while the other decreases in size, changing the "gearing" of the quad infinitely. (think about the gearing on your old 10-speed, of course now that is a 21 speed bike, it had different size sprockets in front and back) This is how it gains speed without "switching" gears.

Technically no. The tension is controlled by the pullies which have weights/springs that control how and when they open/close. So you could have a broken or weak spring, I doubt that though. Most of the time you cannot tell if a belt is new or not by looking. If the machine was never in mud and bad environments the inside of the drive case will stay fairly clean and the belt only makes contact on the edges. If the belt is loose it is more than likely stretched or the edges are worn off. Take it off and take it to a dealer and compare it to a new belt. I am pretty confident that you will find it is worn out, especially on an '04 model.
