Default rev issues i think

i am having issues with 1 the wheeler will not shut off when the key or kill switch is turned to off it just keeps running also 2 the wheeler when in any gear on the road or off will go from it's top end and just cut the rpms down when you are able to tap the rev or rpm limiter this seems to give it a quick fix but it will return restricted in less then a minute now i just got a new rev limiter and put it on it seemed to be great for three days or so then right back to the same thing oh also the ignition switch is now brand new-and no change at all, does any one have any ideas i have tried adjusting the jet no help, here is something that seems odd it seems that when the rpms are held back the wheeler at that time seems to not shut off when turned off but when it fix's it seems to shut off, wierd i know but thats the way it seems, anyone have some ideas to help... i would really appreciate the help,

it sounds like someone has messed w/ the wiring on that bike for sure. is there any wires thats been cut or been spiced anywhere? i would start tracing wires from the kill or key switch to see if there all hooked up or been spiced or what have you. make sure all the ground wires are hooked up first and there getting good contact. just a couple of idears.
