01 scrambler sputter

01 scrambler sputter
I bought an 01 srambler from a guy who has an aftermarket pipe and can on it also a carb upgrade kit. It sputters at low speeds and I keep on fouling plugs. He change the jet on it and somthing is out of whack. I donts know anything about this stuff so before I get bent over by the dealer does anyone want to make some cash near WNY. Or maybee some advice for a novice.
