For $600 the EFI also has 26" tire while the H.O has 25". Of couse you can get some nice tires and rim off E bay for $400.
As for the EFI vs the carb,they both start right up and go,you would be hard press to tell the difference during a ride unless you ride on the Rocky mountains.
As for cold starts I ride many miles in out Nothern Canada winters and never had a hard time starting a carb machine up ATV or sled.

I have to vote EFI as well. On a side note my local dealer has '08 500 HO's for 4900, EFIs are 5800 and has an 06 700 in great condition for 4500. The prices you posted sound steep to me, but maybe it is a locality thing.
